Why this policy exists
UK Cream Chargers Limited (Companies House 0820454), trading as Bulk Cream Chargers, supplies food-grade culinary nitrous oxide exclusively to qualified commercial buyers. This product class is subject to specific UK and international regulation, including the Misuse of Drugs Act 1971 (as amended in 2023) and the Home Office Circular 006/2023 on nitrous oxide.
This policy explains the circumstances under which we will decline a wholesale application, refuse to fulfil an order, or terminate an existing supply arrangement.
We will refuse service if any of the following apply
Commercial-use eligibility
- The applicant is a private individual, consumer, or otherwise not a registered commercial business
- The applicant cannot satisfy reasonable Know Your Business (KYB) checks during qualification
- The intended use stated is recreational, non-commercial, or otherwise inconsistent with our food-grade culinary, foodservice, resale, distribution, or private-label remit
Compliance signals
- The applicant has supplied false, misleading, or unverifiable business documentation
- The applicant has been the subject of regulatory action or refused supply by another legitimate distributor
- Communications received indicate use that may breach the Misuse of Drugs Act 1971 or equivalent law in the destination jurisdiction
- The delivery destination is a jurisdiction in which we are unable to legally fulfil the order at the time of enquiry (currently includes, but is not limited to, the Netherlands and Germany, subject to ongoing legal review)
Operational signals
- The order quantity, frequency, or destination pattern is inconsistent with a legitimate commercial operation
- The applicant requests delivery to a residential address, self-storage unit, or other non-commercial premises without a satisfactory explanation
- The applicant refuses to engage with the qualification process or supply standard procurement documentation
How we apply this policy
Qualification submissions are tagged on receipt according to the buyer type, intended use, volume, destination, and compliance status declared by the applicant. We review every enquiry within 2 business days. We may:
- Approve — proceed to quotation
- Hold for further information — request additional documentation
- Refer for legal review — for jurisdictions or order patterns requiring solicitor sign-off
- Decline — refuse the application with a brief explanation where possible
We are not obliged to disclose the full reasons for a refusal where doing so would compromise our commercial interests, the integrity of our compliance process, or the safety of other parties.
Appeals
An applicant whose enquiry has been declined may submit additional information at info@bulkcreamchargers.co.uk for a single review. The outcome of the review is final.
Our right to withdraw supply
We reserve the right to terminate an existing supply arrangement with reasonable notice if circumstances change such that any of the above criteria are no longer met. Where there is reasonable evidence of immediate compliance risk, we may suspend supply with immediate effect.
